The 90-Second Rule: The Number Every Cabin Is Built Around

Every airliner must be emptied in 90 seconds, in the dark, with half its exits shut. That test shaped your cabin — and explains why the bag stays behind.

Every cabin you have ever sat in was built around a number you will never see tested: 90 seconds. That is how long a manufacturer gets to prove it takes to empty a full aircraft — in a darkened cabin, with half the exits unusable — before a regulator lets the type carry a single paying passenger. Nearly everything about the space you are folded into this August, from the light strips in the floor to the crew member insisting your bag goes all the way under the seat, is downstream of that one figure.

August is when the number is under the most pressure. This is the fullest month in the European flying calendar: low-cost load factors in the mid-nineties, every bin closed on the second attempt, every passenger carrying the absolute maximum their fare allows. The 90-second rule was written for exactly this cabin.

Ninety seconds, in the dark, with half the doors shut

Before a new airliner type enters service, the manufacturer has to show the regulator it can be emptied. The American standard (14 CFR 25.803) and its European twin (CS-25.803) ask for the same demonstration:

  • the aircraft filled to its maximum approved passenger count, with a normal crew complement
  • exits usable on one side of the fuselage only — half the doors, and nobody is told in advance which half
  • the cabin dark or dimly lit
  • carry-on bags and obstacles distributed through the aisles and galley areas
  • a volunteer group with a mandated spread of ages and builds, not a company gym team
  • everyone off the aircraft within 90 seconds

Fail, and the type does not fly with that many seats. It is one of the quieter reasons an aircraft has the maximum seat count it has: that number is not how many people fit, it is how many people can leave.

Regulators now accept a mix of full demonstrations, partial tests and engineering analysis rather than staging the whole spectacle for every variant — the full-scale versions have injured volunteers in the past, which tells you something about the pace involved. The 90 seconds has never moved.

Why the clock is set there

The number comes from fire, not from crowd science.

Most accidents are survivable. A much-cited review by the US National Transportation Safety Board, covering accidents involving US carriers between 1983 and 2000, found that more than 95% of the people on board survived. What kills people in the survivable ones is usually what follows the impact: fuel burning outside the fuselage, then smoke and toxic gas inside it. Once fire gets through the cabin wall, the interior can go from breathable to unsurvivable in a small number of minutes. Ninety seconds is the margin regulators chose to design against, and it is deliberately shorter than the time they believe you actually have.

Ten years ago this month, in Dubai

On 3 August 2016, Emirates flight 521 landed hard at Dubai, slid down the runway on its belly and caught fire. All 300 people on board got out. The Boeing 777 burned to a shell and a firefighter was killed fighting it. What made the footage from inside so uncomfortable was not the smoke. It was passengers standing in the aisle, hauling wheeled cases down out of the overhead bins, while cabin crew shouted at them to leave everything and move.

Set that against Tokyo Haneda on 2 January 2024, when Japan Airlines flight 516 collided with a smaller aircraft on landing and caught fire. Only some of the exits could be used, the public address system was partly out, and crew had to shout the cabin down the aisle by voice. All 379 people on the Airbus A350 survived. The aircraft was destroyed. Nobody carried a bag off it. Five of the six crew on the coastguard aircraft it struck were killed.

The difference between those two cabins was not the engineering. Both aircraft did their job. The difference was the crowd.

What a bag actually costs

  • Time at the bin. Reaching up, unwedging a case, lowering it — several seconds each, spent standing in the aisle that the fifty people behind you need.
  • An exit. A hard corner or a wheel can tear an evacuation slide. A torn slide is an exit out of service, and the entire 90-second design assumes the exits work.
  • A fall. A slide is not a staircase. You sit, push off, and the person behind you arrives about a second later. Anything in your hands turns you into the obstacle at the bottom.
  • Everyone else's margin. The standard assumes nobody stops. Every stop is borrowed from someone further back, and there is nothing in the budget to lend.

How to fly like someone who has read the card

  1. Count the rows. When you sit down, count seat rows to the exit ahead of you and the exit behind you. In smoke you may be counting seat backs by hand rather than reading signs.
  2. Read the card for that aircraft. Overwing exits do not work the same way on a 737 and an A320, and the card in the seat pocket matches the machine you are in.
  3. Keep the essentials on your body. Passport, phone, one card, keys — in a pocket, not in the bin. It is the least glamorous argument for a packing jacket there is, and the only one that matters at 90 seconds.
  4. Shoes on for takeoff and landing. The rule of thumb in the industry is that most accidents happen in the first few minutes after takeoff and the last few before landing. It is also the worst moment to be crossing hot concrete barefoot.
  5. Belt low and tight, even with the sign off. Turbulence is vastly more likely than any of the above, and it arrives without a briefing.
  6. Bag fully under the seat in front, not resting against your ankles where it can slide into the aisle.
  7. Leave the bag. Decide it once, at the gate, so it is not a decision later.

The everyday version of the rule

None of this is abstract on a low-cost flight, because low-cost flights are the fullest ones in the sky. A Ryanair 737-800 carries 189 passengers, the MAX 8-200 carries 197, and a Wizz Air A321neo can seat 239. Add a 25-minute turnaround, an August load factor and a cabin where almost everyone brought a bag, and the crew's job during boarding is essentially crowd geometry: aisle clear, bins latched, exit rows empty, everyone accounted for.

So the crew member who makes you push your bag further under the seat is not being petty, and the reason they will not let you sit in an exit row with a case on your lap is not revenue protection. That seat comes with a job attached. In the 90-second scenario, you are the person opening that hatch and putting it somewhere it cannot fall back into the gap.

The promise inside the number

There is something quietly reassuring about a figure that specific existing at all. The cabin around you is not a tube with seats in it. The floor lights, the dimmed lighting, the raised blinds, the fold-forward seat backs, the pedantry about your bag — each one is an engineer or a regulator buying back a few seconds on your behalf, decades before you booked a €24 fare to somewhere warm.

The aircraft has been proven. The crew is trained. The only variable left is what the passengers do — and the whole margin can be spent, one person at a time, by people reaching into a bin for something they could replace.
