Every Vueling booking in 2026 — Fly Light, Fly, Fly Grande, Fly Pro — includes one free underseat cabin bag of 40 × 30 × 20 cm (15.7 × 11.8 × 7.9 in). It must fit under the seat in front of you, it has no weight limit, and Vueling's own price list marks it "Free" in all three sales channels: online, customer services and airport. The bigger 55 × 40 × 20 cm, 10 kg overhead bag is the paid part: included in Fly Grande, in Fly with the cabin-bag option, or bought as an add-on for roughly €10–59 online. Turn up at the gate with a bag nobody booked and the arithmetic turns hostile — around €110–140 per item.

Vueling's free underseat bag measures 40 × 30 × 20 cm — about 24 litres — and, pleasingly, comes with no published weight limit. The 10 kg cap you may have read about applies only to the larger overhead bag; the free one just has to fit the box and slide under the seat; nobody stands next to it with a scale.

One footnote for the detail-obsessed: Vueling's own site prints the size as 40 × 30 × 20 cm on its cabin-luggage page and 40 × 20 × 30 cm on its price list. Same box, rotated — not two allowances. Your backpack doesn't care which way up the sizer stands.

Credit where due: this box is no 2025 invention in Barcelona. Ryanair only moved its free bag to these exact dimensions in summer 2025 — Vueling's allowance was already this size before the convergence quietly made it the de-facto European standard.

Vueling sells the 55 × 40 × 20 cm, 10 kg overhead bag the way other airlines sell priority: bundled up the fare ladder, or paid for. It's included in Fly Grande and Fly Pro, and in Fly if you pick the cabin-bag option (the alternative swaps it for a 25 kg checked bag — you choose one; Fly Light gets the underseat bag only). Otherwise it's an add-on at roughly €10–59 per flight online, about €45–75 at the airport desk, or bundled with a Space seat at about €10–80 online.

Then the free routes: Vueling Club Premium members, passengers with booked special assistance, and anyone travelling with an infant aged 7 days to 2 years get the overhead bag free on any fare. Technically, a baby is the cheapest cabin-bag upgrade Vueling sells.

And one fee runs backwards: if your fare includes the overhead bag, you may check it into the hold at the airport desk for free.

Vueling's bag fees come with their own courtroom drama. In November 2024, Spain's Consumer Ministry fined five low-cost carriers €179M for "abusive" cabin-bag charges — Vueling's share was €39.26M, second only to Ryanair's. In July 2025 Madrid's high court provisionally froze the fine, and in October 2025 the European Commission sided with the airlines, calling the fines a breach of EU pricing freedom.

Through every round of that fight, the free 40 × 30 × 20 bag never moved a millimetre. Governments argue about the paid bag; the free one is settled law of physics.

The EU's air-passenger-rights reform — approved by the European Parliament on 7 July 2026 (646 votes to 12) and given final adoption by the Council on 13 July — guarantees every flyer a free under-seat item of at least 40 × 30 × 15 cm, applying from roughly mid-2027. Vueling's existing allowance already beats that floor by 5 cm of depth — and no, the reform does not make the overhead bag flatly free.

Vueling uses gate sizers, but not on every flight, and 2026 traveller reports agree on the geography: Barcelona–El Prat and London Gatwick are the strict ones, while smaller Spanish regional airports tend to be more relaxed. Vueling also sends pre-flight warning emails spelling out that only a 40 × 30 × 20 cm bag flies without a bag purchase — which is less a courtesy than a receipt.

Day to day, enforcement is described as depending on the airport, the route and how full the flight is. That sounds comforting until you remember a round trip has two airports, and one of them is probably El Prat.

Measure it full, at the widest bulge, counting straps and outer pockets. Manufacturer labels quote the empty size, and soft fabric grows a few centimetres per side once it's holding an actual trip — which is precisely the moment it meets the sizer.
